A portal enquiry is a person with a phone in their hand and a listing on their screen. The published research on web leads says the odds fall away within minutes, not days. In Dubai the call back has to happen inside the 09:00 to 18:00 window, from a number registered to your agency, after a Do Not Call Registry check, and with recording disclosed. Whether a portal enquiry counts as consent for that call is genuinely unsettled, and this guide says so rather than pretending otherwise.

On Bayut, Property Finder and Dubizzle a buyer or tenant reaches an agency in one of three ways: a call to the number on the listing, a WhatsApp message, or an enquiry form. The form and the WhatsApp route produce what the industry calls a portal lead: the enquirer's name, a phone number, the listing reference and usually a one-line message. The portal notifies the agent, by email, an app notification or a lead dashboard depending on the portal and the plan, and from that moment the lead belongs to whoever calls first.
Three things are true of that lead that are not true of a cold list. The person chose the property. The person expects contact. And the person is, at that moment, probably still looking at competing listings, so the same enquiry may have gone to three agencies.

Both studies are about web leads in general, not Dubai property in particular, and both are older than the portals' current apps. We use them because the mechanism they describe is the one every broker recognises: the enquirer's attention is highest in the minutes after they wrote the message and decays from there. Vendor-published figures that claim a precise Dubai conversion uplift exist, but none we found traces to a primary source, so none appears here.
The practical reading is not "call within five minutes or lose". It is that response time is the variable a brokerage controls most directly, and the one most brokerages measure least.
What the workflow does not include. There is no native Bayut, Property Finder or CRM connector; leads move by file. Nothing is dialled outside 09:00 to 18:00. No number on the DNCR is called for marketing. Every call opens with the agency's name and a recording notice.
This is the question every Dubai brokerage asks and the one no vendor should answer glibly. Cabinet Resolution 56 of 2024 regulates marketing calls: a number registered to your own company, the 09:00 to 18:00 window, screening against the Do Not Call Registry, recording with notice, and prior approval from your licensing authority. Whether a call back to a portal enquiry is a marketing call that needs prior consent, and whether the enquiry itself is that consent, turns on two parts of the resolution:
