The three ways AI calling is actually billed
Almost every quote you will receive in this market reduces to one of three units. They are not interchangeable, and comparing a per-minute rate against a monthly rate without modelling your own volume is the most common way buyers get this wrong.
The crossover between per-minute and flat monthly is a function of your connect rate and average call length, not of your list size. Two agencies with identical lead volumes can land on opposite sides of it. Any vendor worth using will model both against one real month of your data before quoting.
What actually drives the bill
Four variables move the number far more than the vendor's unit rate does:
- Connect rate. The share of dials that get answered. On a cold database this is often a small fraction of the list. Under per-minute billing unanswered dials are free; under per-dial billing they are not. Confirm which you are being quoted.
- Average handle time. A qualification call that ends in thirty seconds and one that runs four minutes differ by an order of magnitude on a per-minute plan.
- Retry policy. How many times an unanswered lead is called back, and over how many days. This can double the effective cost of a list without changing the headline rate.
- Call windows. UAE marketing calls are restricted to defined hours, which caps how much of a list can be worked per day and therefore how long a campaign runs. See the UAE calling rules guide.
The costs that get left out of the quote
Ask about each of these explicitly. They are usually the difference between a quoted figure and an actual invoice:
- Telephony billed separately from the platform fee, sometimes at cost-plus.
- UAE number provisioning and monthly rental. UAE rules require marketing calls to originate from a number registered to your own company, so this is not optional.
- Setup, onboarding, or voice-training fees.
- Charges for script changes after go-live — ask how many are included and what a change costs.
- CRM integration or API fees, and whether your specific CRM is supported natively or via file import.
- Recording storage and retention period. UAE rules require recording with notice, so this is a running cost, not a feature.
- Per-seat charges for your team to review calls and transcripts.
- Minimum commitments — monthly minimums, minimum term, and notice period.
How to compare two quotes properly
Reduce every offer to the same two numbers: all-in monthly cost at your expected volume, and cost per booked meeting. To do that, ask each vendor for:
- The billing unit — connected minute, dial, month, or qualified lead — in writing.
- An all-in monthly figure at your real volume, telephony and numbers included.
- Their definition of a "qualified lead", if that is the model. This is where disputes happen; get it in writing before signing.
- What happens if you exceed or fall short of the modelled volume.
- Notice period, and what you keep — recordings, transcripts, lead data — if you leave.
- Whether calls originate from your own registered UAE number, which the regulations require.
